Minimum Order Quantity (MOQ): how many units you really need to start with White Label

MOQ (Minimum Order Quantity) is the minimum quantity a cosmetics manufacturer accepts for each reference produced. For a launching brand it's the first concrete data point that determines budget and strategy.

Standard White Label MOQs

In Italian White Label, typical MOQs range from 300 to 1,000 units per reference, depending on formula complexity, packaging type and production chain.

• Simple formulas (toners, oils, sprays): MOQ 300-500 units.
• Standard creams and serums: MOQ 500-800 units.
• Complex formulas (expensive actives, delicate textures): MOQ 800-1,500 units.
• Premium packaging (airless, decorated glass): MOQ often 1,000+ to amortize tooling costs.

Why MOQs exist

MOQ is not arbitrary. Every production batch has fixed costs that must be spread across units:

1. Machine setup and sanitization (2-4 hours of technical staff).
2. Quality control on the batch (microbiological tests, analytical controls).
3. Production documentation (batch records, GMP logs).
4. Minimum raw material cost, often sold by suppliers only in large formats.

Producing 100 units costs almost as much as producing 500: hence the MOQ.

Initial investment calculation

With MOQ 500 on a face cream, unit production cost of 4-6 euros, investment for a single reference is 2,000-3,000 euros. To launch a "complete" line (cleanser + toner + serum + cream + mask) typically requires 10,000-15,000 euros for product alone, excluding custom packaging, graphics and marketing.

Strategies to lower the effective MOQ

There are ways to start with less risk:

• Test the market with 1-2 references instead of 5. One iconic cream is better than 5 mediocre products.
• Share batches with other brands using the same base formula (some manufacturers offer this service).
• Use manufacturer's standard packaging, personalizing only the label.
• Start with White Label formulas already notified to CPNP: regulatory cost is already absorbed.
